The latter is what I call a "party lens": great for flash pics of kid's birthday parties @ f8/11 but precious little else. It's about 1/4 the cost of the Leica 28-70 3.5-4.5(made by Sigma, now Kyocera) which I have yet to hear anyone rave about, even though the last issue of Leica Fotografie has a spread from China which was taken with the 28-70 and the 70-180 APO. I have to wonder why anyone would pair those 2 lenses.
