Certainly the film advance needs to be working for the meter cell to be 
cocked (as well as the shutter). Check that the 'button' on top of the wind 
on lever is screwed in securely and that the lever isn't merely slipping 
under that (almost too obvious to suggest) and then after that its a case 
for the professionals. But I'd be optimistic of your metering and shutter 
working after the film advance is sorted...

I have an old Leica CL that I've been given, along with its two lenses.
the camera doesn't work at
all.  The shutter won't trip, the film advance lever is loose and won't 
turn
the film rod, and the meter won't meter (except the battery checks out as
ok).
Could it be that the
film advance needs to be cocked to operate the shutter and metering, and
that there is a problem with the advance so the other two things don't 
work?
