I will go one further and say that to be useful, a website must have a
non-flash option. On the other hand, I'd add that while the world's best
website design can't make bad images look good, a really terrific website
can make good images that much more effective.

i think a no-flash option is alway courteous.  i, for one, have never
been a fan of blinking gifs or complicated flash intros, or background
music.  they don't make bad pictures look good, and they can make good
picture inaccessible.
