For instance, to the the best of my knowledge only MB makes refills for the Meisterstucke LeGrande. But it's for certain that most refills of any kind except Pelikan won't work in a Pelikan. And many companies don't make their own refills, preferring to simply have Schimdt in Germany make their refills with the pen manufacturer's branding. In fountain pen terms, ink cartridges tend to be made specifically for one make of pen, although there is some overlap. I believe MB cartridges are unique. I can't comment on ball pens since I use only the cheapest, most disposable, and then only when forced into it. The best cross-reference for refills across pen lines that I have found is in the "refills" section of the Fountain Pen Hospital catalog.
