This is a fundemental pattern of human social behaviour and not limited 
to life today.  Any service function -- at any level -- ultimately 
strives to reinvent itself such that it becomes indispensible, or to 
manoeuvre itself into a position such that using its services becomes 
non-optional.  The latter is the easer, and therefore more common, 
approach.
