It's way out of focus image was visible THROUGH the magnolia bush flowers/ If the color saturation of the red and blue were not seemingly jacked up you'd not notice it at all. Of if the shot were done in black and white. http://www.photo.net/photodb/photo?photo_id=1391486 I think in a less political time this shot could be showed to a group of people who would discuss it an make no mention of the fuzzy flag in the deep background at all. It could just wouldn't strike them as being all that important in the shot. Basically this shot is about a flag being shown in a "beauty" flower situation with whole lot of restraint. The shot says to me "yes we have Spring. But we also have issues of national importance going on. World importance too." It does the photographer no credit, and he deserves more to call this shot a "flag waving" shot as it clearly is not.
