Intellectual theft without the ability to practically proceed.

questions....  Is this guy selling your images or giving them away for free?
Who is using the images?  In what country is he finding a market?  The
USA/Canada/Britain?  Do you have his postal address?

First and foremost, write a letter to him telling him he is using your
images without a copyright, demanding he stop that use.  Even without the
ability to legally correct the problem, you have protected your rights to
the images by taking some action.  You might "hire" a lawyer to write a
similar letter.  I am not a lawyer, so others may have better advice.....
