I think it's a great example of a decisive moment. It looks to me like the subject was waving her arms around while talking and I think Bill timed the shot perfectly to get her arms in the right place. I bet that this shot captures the feeling of the interchange much better than a shot a half-second before or after would have. I think the puddle shot is a decisive moment, and I think this is also.
