It could just as easily be a private commemoration (birth,
anniversaries, weddings, promotions, etc., etc.), couldn't it ?

My guess is that they are German or from the Austro-Hungarian Empire 
("Februar" 
not "Fevrier" so unlikely to be French). Any marks on the base or elsewhere?
