I've been hassled enough (once shooting newspaper boxes on a public
street, sheesh) to be ticked off (Wash, DC) about the general situation,
but that said, I always am extremely polite to any officials. I try to
always
smile and shake their hands and so on. The conversation can go from
there.

I've never met an official who him/herself was personally a jerk.
I've met quite a few who were clueless (Secret Service not included),
and after a brief conversation ("So, what are the rules? I don't want
to break the rules."; "Um, I really don't know" - that kind of thing)
some of these folks were pretty conciliatory. One woman official
actually started telling me she was taking photo lessons at night and
asked about my Leica.
