Does not sound like dip and dunk to me if it's being scratched.

If the scratches tend to curve, it's the machine. Labs will rarely admit
they fecked up, that's why the envelopes show they are not responsible for
film damage.

Scanners do not actually touch film surface.

One other thing is that the scratches may be when the film is being
printed(some machines scan first, then retrieve the film back for printing)
or when they cut the negatives after printing.
