I know that the K series never was certified for US sales, and is now  
defunct but I doubt that it "would never meet US emission standards".  
When BMW bought MG-Rover they were shocked and surprised by how good  
the K series was, better than any BMW engine in efficiency, so  
probably no problem to certify if the approximately ?40,000,000 cost  
were justifiable.
