You probably don't want to rate it faster than 1000-1600 - neither
Delta 3200 nor TMax 3200 is a true 3200-speed film.

Shutter settings depend entirely on what you're doing - if you're
handholding a wide or normal lens, figure 1/15-1/30 as your low. But
you refer to the bulb setting, so I assume you'll be working off of a
tripod sometimes?
