Jim probably has a 600 to 1000mm lens lens lying around, but the main
issue is finding a condenser or two to focus the light. It needs to
be somewhat larger than the diagonal, so about 18-20 inches, and have
a total focal length of around 15 to 25inches. The light - 750 to
1000 watt would be good - and the other bits are all doable, if
rather large (fridge sized). The slide changing mechanism would make
a nice woodworking project for an afternoon. A plywood box with a
number of good sized fans from an electronics shop would finish it
off.
Then get those 11x14 slides mounted :-) and you're set!
