Chip manufacture is an extremely "dirty" process.  Lots of really bad 
chemicals.  However, the Chip plants all clean the water as it
leaves the plant, to the degree that it leaves much cleaner than it enters.  
It is all monitored as well both by the chip maker and
the municipality.  In the end, it is a very clean industry, given the steps 
taken.

Home darkrooms in general dump their chemistry down the drain.  No cleaning. 
 Pro labs do a mixture of both... dependent on the
local laws in place.
