Steve, there's a ton of latitude but it's all on the overexposure side.  If 
you're careful with exposure ISO 400 will look fine.  To be safe you can 
overexpose a touch.  I always shoot it at ISO 250 or 320.  Same with C41 
color films.  Underexposure by more than half stop or so gives muddy shadows 
and grain.  But a 3-stop overexposure can yield a good print.  As for your 
original question, I wouldn't use ISO 400 c41 film at 800.  I'd rather shoot 
on a color 800 film and convert to b/w.  Even better, DSLR.
