Well, change "most German cities" to "Oslo", "Stockholm" or
"Copenhagen" and you have basically the same scenario that Douglas
outlined for Germany. The main difference is that the Scandinavian
countries are rinky-dink and don't have a large enough population to
have homeless in many other cities other than the capital cities.
