The very real answer, "no."
Everything already exists
for our personal
or cultural discovery,
and possible rearrangement
into different forms.
One person's "discovery"
may very well be
another's home.
As in the case of, say, Chris Columbus.

I believe that creativity
comes out of the drive
to explore
discover
and rearrange
existing elements

the arrangement's beauty, eloquence
and/or ability
to stir the body, mind and spirit
over time
determine the usefulness
and/or value
as art or Art
