I know that the hoods are a bit spooky the first time one sees them, which for me was in 2004 in Seville: http://www.frozenlight.eu/fotosevilla/semanasanta/ But the meaning is altogether benign, as explain to me by a colleague in Seville: they cover their faces to symbolize the all are equal before God.
