The most obvious "fix" is a pretty complicated helical lens correction.
Change the F stop ring, and the lens compensates for the focus shift by
adjusting the length of the focus tube.  ( Note:  No cam changes, that would
be really pretty wild and complex). 
Certainly do-able, certainly complex.  That means the Nocti would not need a
optical redesign.

OTOH, according to urban legend, the Nocti glass elements are no longer
available/legal/something that will cause a complete optical redesign.  If
that is true, then the fix is not as 1 sided as noted.  They could do a
redesign that would take care of most of the shift in the optical
components.  This seems more likely.

So maybe Dr Yao's 50 F 0.9 lens is a reality in the near future, and
especially for the M8/M9/M10.
