Let me explain this with examples. An image is not a snapshot even if it
is taken quickly, it is a considered approach by the photographer and
there is always movement and then a pause.

Constructing an image takes time. Doisneau posed the couple for the kiss
he had to move back to his cafe seat, but he still waited, Henri
Cartier-Bresson waited until the gentlemen peaking at a football match
looked to the side, (Beligum, Brussel 1932

), Salgado waited on his stomach for the picture in workers of the man
popping his head through a hole (page 192-193 Qorkers), Elliot Erwitt
waited until the dog jumped (that can be applied to multiple images) and
moved into position for the Seagull on top of a lampost watching a jet
pass by, Bert Hardy waited with a box brownie until the wind caught the
girls' skirts, Ernst Hass waited until the cars crossed the arrows
(Traffic, Mexico City 1963), Tina Manley waits until children smile,
Daniel Ridings waited until the woman walked from shadow to light (

All of these pictures could be improve by waiting or moving.
