169.254.183.253 is a self assigned IP which means the 3800's network  
interface/driver is in snit mode (but you know that already. :)

My condolences though I have to ask - why don't you return the printer  
next weekend and get something more reliable? Life is too short and  
hobby time is too precious to continually futz with unreliable  
printers. What's your time worth? Doesn't matter that Epson is willing  
to send you more (flakey) printers until your warranty expires.
