But he designed his parks for the upper middle and upper classes. In order to keep people who didn't have their own cars from visiting his parks, he designed the parkways that took people from NYC to the LI parks with bridge overpasses that were too low for buses to drive under. And buses were the only public transportation. He was the first person to build more super highways to relieve the congestion on the existing super highways, only to find that the amount of traffic increased to fill both the old and new highways, no matter how many new ones he built. And he never realized that. Moses built the expressway to Idlewild Airport (now JFK) and refused to allow room for train tracks along or between the highway lanes.
