Frank - mileage does indeed vary.
One named agency requires a minimum 48 meg file (along with other  
criteria)
Ted discussed his experience with another agency.
Magnum is a stock agency (which also performs other services) with  
yet another unique set of criteria.
A premiere stock agency in the 70's, 80's and 90's, called 4x5,  
required 4x5 transparencies for their clients.
Yes. It makes perfect sense to state images size minimums and other  
technical quality standards.
Undoubtedly, as Doug has pointed out,
if you can meet those standards with equipment not mentioned on their  
lists;
you can submit work to them.
You'll notice that on the "camera list"
none of the medium format cameras appear on the list;
yet, I'm sure the images would pass their QC.

The list of agencies, each with unique criteria, is quite long.
It's pointless to bemoan the fact that you believe any particular  
agency criteria serve no purpose.
The agencies do very real business with professional photographers  
and professional image buyers.
They state their criteria based on their experience with both  
photographers and buyers.
If you want to play with a particular agency; you play by their rules.
Don't like the rules.
Don't play the game with them.
