I suspect there is not much else you can do, but have you tried the local
"painting" tool in LR to locally increase contrast/sharpen etc. By
carefully layering the effect with a very small brush, I have improved
several of my images in the past. Cropping the bottom off may help with
some images as well.

I feel your pain, as this sort of thing has happened to me. I think
digital for some reason is "much" more sensitive to anything on the lens.
I've found this with snow and rain. Especially with smaller sensors, and
its not always dust on the sensor--- many of my images on the Tassie hike
were affected by flies.
