While all the suggestions to date have been how to make the out of focus (
smudged) areas back INTO focus, let me suggest the opposite.....

And I am NOT a PS user..... so how you do this is not of my
understanding.... but....

Take the foreground and throw the rest of the scene in that area OUT of
focus.....  exaggerate the areas and therefore create artsy something from
nothing.....

????
