It's considered to be an animal cruelty offence if they don't. Swans used to be a delicacy on the tables of the gentry - which doesn't actually mean that they have to taste nice:-) The legendary Yorkshire Pie involved boning a swan, a goose, a hen, a pheasant, a grouse and a partridge and putting them all inside each other and roasting the whole thing with a lark as stuffing for the partridge.
