If some nefarious person wants photographs of a "place" with the slightest bit of imagination they will have absolutely no difficulty in procuring them. The recent experiences of photographers (both professional and citizen) being prevented from photographing police actions during "occupy" events suggests something quite different from "protection" of the citizenry. Each experience of being hassled by authorities that I've experienced had absolutely nothing to do with "protect the citizenry;" and everything to do with "protect the powers that be." YMMV Meanwhile those same powers continue to install their own cameras to document our behavior.
