Herb said on his Mac it behaves the way it did on LR3, and is always visible. Sounds like it may be a PC problem if you are using a PC. I was just wondering if there was some setting somewhere I can't find. In LR4 the expanded panel from those tools is now fixed to top of scrolling list and before it remained open while everything below could be scrolled. Different user scenarios whether you notice this I guess. I tend to work down the list when developing mainly with crop and spotting especiallly done before WB aand exposure etc is adjusted. If you consider it is a bug or unwanted change you can report it to Adobe via their customer forums if you like. Maybe if you searched there others may have commented on this too? I haven't looked.
