Jim,

Topaz DeNoise works well.  I use it sometimes at high ISO's for a 
touch-up.  It is advertised as compatible with Elements 6 and XP.  Like 
all of these programs it requires some study and a light touch.  It also 
has a free trial so you can see what you think about it.
