I do not think it actually ever goes by ship these days, it is mostly a matter of how it gets to and from the international gateways/sorting centers in the two countries and how quickly it gets scheduled for final delivery. In every European country where I have lived (Denmark, Belgium, Netherlands, Switzerland, Spain) the post office will leave a note if the addressee is not at home, usually you then have to go to your local post office to pick up the package. There are no second attempts at delivery, but there is a reasonable time limit, usually 1-2 weeks. What probably happened in your case is that the person was away and missed the deadline.
