These photos look extremely sharp with plenty of DOF. Rather  high 
apertures? Or a photoshop job? If they are for real then:
1. The guy ought to be apprehended for risky behaviour. Probably not even 
the father (of the baby, of course),
2. For conducting a potentially dangerous form of entertainment for the pet, 
animal rights groups could haul him to court,
3. Causing LUGGERS to comment on this series of good work by the 
photographer, shame on the guy, bravo to the photographer. 

Probably he was a babysitter for the baby and dog-walker too, who decided 
that staying home on land and its neighbourhood was too boring. Or merely 
trying to smuggle them across somewhere...
