You need a letter from some publication or news organization to have it issued. It is usually recognized in the surrounding parishes. For an event, often if you call the managing editor of a magazine and tell them about the event they will issue you a letter that you can use to get credentials for that event. (Of course, you then owe the magazine first dibs on your shots.) This is a pretty good way to break in to a regional publication, and they often pay surprisingly well. (You need to be able to show them a portfolio, but online is OK.) With or without a press pass, though the real trick is to act like you ought to be there, and it helps to carry two cameras. (I usually sling my MDa with a 15 or a 21mm on it.) I've found it helpful to work in an area where something official regarding the festivities is going on, costume judging, for example.
