There is nothing ethical or unethical about taking someones photograph. However, the means, methods, and intent to use images in unethical ways has somehow been reified in the imaginations of many people. Although one is hard pressed to find actual examples of unethical use of common street photography, and if asked, most people really can't give examples, none the less a real fear exists. Perhaps a camera is an easy target, where people feel they are taking control over some of the 24/7 surveillance we all suspect is abusing us.
