Thanks for looking.

The sunken ships are there for two reasons:

- insurance claims have not been settled as yet

- to pressurize the state government for a handout over and above the
insurance claim.

It does not inconvenience anyone right now, because commercial fishing is
banned from May to July to allow fish stocks to recover.
