Lucky you! But here in Belgium, you pay 21 % VAT on top of the net price, 
and in the case of some (not all) batteries, a supplemental 
"environmental tax". Prices in most Western European countries are the 
same. The CR123 batteries I saw in the UK were more or less the same 
price. The lowest price I saw is 306 BEF, which still is a lot of money 
compared to the US (= 8 USD).
