David, Yes you can undo the screw and lift the shutterspeed dial straight up.
Use a toothpick and some lens tissue to clean around the dial base. DONT USE
LIQUID!.It is very easy to have liquids seep into the electronics through the
top-plate opening.Be careful when you re-attach the dial not to overtighten
the screw, it is a very small thread on it and it can snap if you overtighten
it. Also use a soft, clean brush to clean out the flange area, just to get any
fudge out of the space between the top plate opening and the dial "post".
 Fudge is bad, chocolate ice cream is really bad. It gets stuck everywhere in
the camera. Don't ask how I know!
