Ah, shipping film is entirely different. YOU MUST declare this as "Press
Materials - Not for Resale - No Commercial Value."
I have worked for National Geographic magazine and this is exactly how
their photographers on assignment send their exposed film back to
Washington D.C. from anywhere else, usually FedEx or DHL.
