Yes. Walter Mandler designed the lens in Canada. He also had a hand in the
180 Apo Telyt 3.4, and many other superb Canadian designs.

The factory in Canada has not been owned by Leica for some time, and
production of most M stuff moved to Germany. 

But what does it matter?
