Alan, I think you are quite correct.  This is a very subjective determination.
Of course technically, any enlargement of a 35 mm negative will result in loss
of sharpness.  It is a very subjective determination of how much enlargement
is acceptable.  The use of a tripod also makes a substantial difference is one
is looking to maximize sharpness.  From my experience the use of a tripod is
substantially more important as a factor that the difference between competent
and excellent lenses.  

The sharpness depends on the film as well as the lens and processing
(including the enlarger lens as you have noted).  For my purposes and
perspective, using 100 speed Kodak Gold, Leica current generation lenses, a
tripod and care, I find 11 x 14 inch prints to be good.  I must admit that I
am much more particular that most people in this regard.
