No, it isn't a FED piece, at all, but a ZORKI VF, a KMZ-made clone of the
Zeiss 436/70 Prewar finder, with the optical axis flipped to match that of
the LTM design.

It is a rotating telescopic VF with 28mm to 135mm frames.  It is about 2"
long by 1" wide.

Don't pay more than $75 or so for this, as these guys are readily available
in the US.
