Not necessarily.  For example, we say 6x7, 6x9, 6x12 when talking about
the medium formats.  Walking into a 1h processing shop and asking for
prints, you'd ask for e.g., 9x13 or 10x15 cm.  Common print sizes are
9x12cm (4x5") 13x18cm (5x7"), 18x24cm (8x10"), 24x30cm (10x12") and
30x40cm (12x16").

In fact, I cannot off hand think of a single instance where you'd state the
larger number first, as in 40x30cm.
