Are you sure they did it on purpose? :-)

Okay, they did it once. But the 90 Summicron is not unsharp, for one, and
second, was never marketed as a "portrait" lens or a "soft focus" lens. A
friend of mine has a Hama Soft focus lens that cost $79 in 1981. It makes
beautiful SF pictures. And with a T mount could be put on an R camera. :-)
