A couple of the best meals of my life have been at Restaurant
Marie-Clarisse in the Old Town below the Chateau Frontenac in Quebec City.
It is easy to find as it is right next to the Funicular that comes down
from the Chateau. They specialize in native game and fish. It's in the
middle of a real touristy area but I noticed when we ate there that we were
the only patrons speaking English. Be prepared to spend 3 or 4 hours on a
multiple course meal, they don't like to rush things.
