Doug,
At college we learnt to copy photos in a darkened room/studio (to avoid
reflections) and set equal lights at a shallow angle (30 degrees is fine) on
each side of the print. To ensure even illumination place a pencil in the
middle of the area to be copied and check shadow densities are equal on each
side.
