Here's what I have for 25 bulbs:
at 1/30th, set dial to 16
at 1/40th, set dial to 11
at 1/60th, set dial to 8
at 1/100th, set dial to 5.5
at 1/200, 1/250, set dial to 4
at 1/500th, set dial to 3.5
at 1/1000th, set dial to 2

Of course, with electronic flash, set the shutter at 1/30th and the dial at 2.
