Dave-

My experience with the  28 Elmarit bayonet is that no, it shouldn't, but the
hood seems to be swaged on to the fastening so it may be loose enough to
turn. The 50 Summicron R and my 35 Elmarit use a clip on that retracts four
'fingers' that grab a groove on the lens, and they do turn.
If yours is the square one, like on the 28 Elmarit, I would think it
shouldn't turn.

I'll ask again, does ANYONE know if the hood, once bayoneted in place on
a 35 summicron R should or should not rotate.
