I suspect DonJR has, again, overstated his case by quite a bit.  There are
three separate issues at play here.

First, where IS the lens made:  this has an interest to those of us with an
historical bent.

Second, where is the lens made:  this has an interest to Canadian
chauvinists or Germanophiles.

Third, where is the lens made:  this has an interest to the legal
authorities.  Unfortunately, no two nations seem to have "place of
manufacture" rules which agree with each other.  It would seem that  the
front elements are made at Midland and that the actual assembly of the lens
is in Germany.  Under some legal systems, the lens would be marked "made in
Germany", in others, "Made in Germany and Canada", and, in yet others,
"Made in Canada".

As Ted said, it really doesn't matter.  If someone wants an interesting
experience, BUY one of these and then complain to the regulatory
authorities.  You will have them roaring in laughter, tears in their eyes,
as the Poor Li'l Rich Guy starts griping because his box says one thing and
the lens another.

Please, folks, let's get past this one.  It's just another non-starter of a
topic.
