That's right, you had to shut it off.

I have a 18 pound Gitzo No.5 tripod, and on windy days, this tripod can't
hold a 560mm lens steady, even with no leg extension. With IS turned on
(this is the 100-400 lens with 1.4x converter), I get noticeably sharper
pictures.
