Micrografx Picture Publisher 4:  Old WIN program I still use. Works great 
for those with old processors or not a lot of ram. I ran it 
"professionally" on an IBM 486/25 w 8megs of ram for a number of years. 
Every bit as good as Photoshop.

PaintShop Pro.
LView
The Gimp,  for Linux only
MS Photo Editor.
Adobe, Photo Deluxe
MGI, Photo Suite
Picture It......
